UK Local Authorities Plan to Dispose of Community Hubs and Sports Centres to Manage Finances

According to a recent poll of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they bet on a fire sale of properties to balance the books.

Increasing Financial Pressures Prompt Asset Sales

The Key Cities Group representing major urban areas in the UK reported that six out of ten of councils are intending to sell assets to cover the rising costs of adult and children’s social care.

Councils have in the past come under fire for disposing of public land and open spaces to support their budgets, but they argue they must proceed to generate essential revenue from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to raise money from a quick sale of holdings marked “a clear change from 2024, when the largest share (60%) of municipal officials said they would prioritise restructuring services and utilising financial reserves to weather growing financial challenges.”

Detailed Examples of Planned Disposals

Medway Council in Kent said its asset disposal plan included the sale of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties held in two English counties, which all generate rent for Medway council, will additionally be disposed of under the strategy.

Local Levy Rises and Wider Financial Pressures

This research of local authorities in the key cities group, which covers Sunderland, Southampton, Gloucester and Salford, further found that more than 70% of authorities will have to increase council taxes next spring to address the rising cost of core provisions, higher levels of homelessness, and a longstanding housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures take time to achieve both improved services and financial savings,” stated a council leader.

He continued: “There are population challenges which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our central funding from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities recently further found council budgets being stretched by the growing number of children and adults requiring special educational assistance.

The County Councils Network projected that council deficits will reach 4.4 billion pounds a year by 2029, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a white paper outlining those reforms has been postponed.

Deprivation and Funding Shortfalls

According to the latest indices of deprivation (IMD) for English councils, several key cities members were included in the most deprived in England.

  • “Member cities like several major towns rank in the most deprived 30 across the country under the latest IMD measures,” noted the report.

“While only one key city is in the top 10 for disadvantaged communities nationally, urban areas are much more prone to be in the most deprived fifth of the nation. The figures underscores the scale of challenges facing local leaders across major urban centers in the next twelve months,” the analysis concluded.

“Local government leaders have been explicit about the need for a fair and sustainable financial structure that reflects and responds to the real levels of deprivation and need,” stated Michael Mordey.

“Lacking this, councils will continue to face difficult decisions around which vital provisions to fund, and which to reduce, to the disadvantage of their residents.”

One in five of councils have reduced or weakened care services in the last year, the survey found.
